Adoption 50 IL Adm Code 3119 Amendments

Part 3119 of the Illinois Administrative Code was updated with recommendations from the Continuing Education Advisory Council to incorporate the requirements found in the Continuing Education Reciprocity Agreement developed and put forth by the National Association of Insurance Commissioners (NAIC) member states.  Additional supporting documents can be found on the NAIC website here:  Continuing Education Reciprocity.  Please review the information set forth in 50 Illinois Administrative Code 3119.50 and 3119.60, as well as the applicable NAIC documents for guidance on Illinois continuing education.  These changes were designed to bring Illinois requirements into reciprocity with other states.

Please review the information below regarding self-study courses and new expiration and renewal guidance.

Continuing Education Additional Guidance:

  • Self-Study Courses
    • Please reference 50 IL Adm Code 3119.50 and 3119.60 for complete guidance
    • Courses are required to allow candidates access to course materials at all times
      • Open book exams required for self-study courses as the licensee must have access to all materials at all times.
    • Proctoring for self-study course exams is not required as the exams are open book.
  • Renewal and expiration guidance – 50 IL Adm Code 3119.60(e)
    • Each course may renew up to 5 times after the initial approval.
    • For courses renewed for the 2027 calendar year, those that have been renewed 5 or more times will be required to be resubmitted as a new course if the education provider chooses to continue offering the course.
    • The State Based System will automatically identify courses that have been renewed five times or more and will not provide those courses as options to renew.
