Illinois SBM Marketing and Communication Services

Illinois is transitioning from HealthCare.gov to a State-Based Marketplace (SBM) in the fall of 2025. The State is soliciting proposals to select an Offeror to provide comprehensive marketing and communication services to increase awareness and enrollment in the state's health insurance Marketplace. The selected Offeror will develop and execute a robust marketing and communications strategy to reach diverse target audiences, drive enrollment in Marketplace health insurance plans, and achieve the Marketplace's goals. 

Vendors should not direct questions or discuss this solicitation with any State of Illinois employee other than the identified solicitation contact. All questions about the solicitation should be directed in writing to DOI.SBMProcurement@Illinois.gov. No phone calls will be accepted. Responses to all written questions will be posted to this website and vendors should monitor the webpage for responses to questions and updated information.

*Proposals that do not include a Business Enterprise Program Utilization Plan will be disqualified.

This notification is to all potential Offerors responding to the Illinois SBM Marketing and Communications opportunity.  We are informing all interested parties that the deadline to submit proposals has been extended to Friday, December 6th, 2024.

This notification is to all potential Offerors responding to the Illinois SBE-3 Marketing and Communications procurement opportunity. We are informing all interested parties that the State will require an additional week to review and respond to all vendor questions due to an overwhelming amount of vendor questions. Subsequently, the proposal due date has been pushed back to November 26, 2024. See the updated timeline below.

Summary of Changes:

  • Response Date for Questions:
    • The due date for responses to written questions has been pushed to November 19, 2024. 
  • RFP (SBE 03-MarCom RFP_v2):
    • Section 2: Calendar of Events has been updated. See excerpt above.
    • Sect 4.6: Type of Contract has been updated to reflect that this will be a time and materials contract instead of firm fixed price.
  • RFP Submission Instructions (SBE 03-MarCom RFP_Submission Instructions_v2):
    • Document has been updated to reflect the proposal due date of 11/26
  • Cost Response Template (SBE 03-MarCom_Cost Proposal Template_v2):
    • The Direct Costs tab was updated to remove the hours/rate style and replace with a fixed annual cost style
  • BEP Utilization Plan:
    • An updated BEP utilization plan has been uploaded to the procurement website. BEP goal is 6%. 

It is important that any offers in response to this RFP comply with the latest document set.  It is recommended that any offeror planning to submit a bid periodically checks for any updates at the referenced link.  Further, it is recommended that offerors carefully re-read all the latest documents as they are posted as these documents are not provided with changes tracked.
