Illinois SBM IT Platform and Call Center Services

Illinois is transitioning from HealthCare.gov to a State-Based Marketplace (SBM) in the fall of 2025. The State is seeking proposals from those with SBM expertise and experience to provide both an information technology (IT) platform and Customer Assistance Center (CAC). The SBM’s mission is to increase access, enrollment, affordability, and choice for individuals and families purchasing health insurance in Illinois. The SBM shall provide Illinois residents with a streamlined consumer-centric experience that is real-time and easy to use, as well as high-quality expertise to support the needs of consumers and partners, including navigators, brokers, and insurers.

Vendors should not direct questions or discuss this solicitation with any State of Illinois employee other than the identified solicitation contact. All questions about the solicitation should be directed in writing to DOI.SBMProcurement@Illinois.gov. No phone calls will be accepted. Responses to all written questions will be posted to this website and vendors should monitor the webpage for responses to questions and updated information.

*Proposals that do not include a Business Enterprise Program Utilization Plan will be disqualified.

7/19/24:

This notification is to all potential Offerors responding to the Illinois SBM IT Platform and Call Center Services procurement Opportunity.

In response to widespread IT outages today, the State is extending the submission deadline for proposals to 12pm Central Time on Monday, July 22nd.

Please note that we will confirm receipt via email of all submissions successfully received by DOI.SBMProcurement@Illinois.gov.

If you have not received confirmation of receipt of your proposal, please resubmit your proposal by 12pm Central Time on Monday, 7/22.

7/16/24:

This notification is to all potential Offerors responding to the Illinois SBM IT Platform and Call Center Services procurement Opportunity.  We are informing all interested parties that an error was corrected in the cost template and the updated version can be found on our website: https://idoi.illinois.gov/aboutus/sbm-procurement-opportunities/illinois-sbm-it-platform-and-call-center-services.html

  • In cell D40, the formula in that cell should have been the SUM of cells B40 and C40 whereas it only had the SUM of B40. This has been corrected.

6/28/24:

This announcement is to all potential Offerors responding to the Illinois SBM IT Platform and Call Center Services procurement Opportunity.  We are informing all interested parties that the following three new documents have been posted. 

  • Responses to all questions submitted by the Offeror community.
  • As a result of the answer to question #71 in the aforementioned responses to questions, there has been multiple updated sections in the RFP.  Please see question #71 for specific details on which sections changed as a result of the question and answer to question #71.   The updated RFP has been posted to the referenced URL.
  • As a result of question #1 in the aforementioned responses to questions, there has been an update to the cost response template.  This update has been posted to the URL referenced.

It is important that any offers in response to this RFP comply with the latest document set.  It is recommended that any offeror planning to submit a bid periodically checks for any updates at the referenced link.  Further, it is recommended that offerors carefully re-read all the latest documents as they are posted as these documents are not provided with changes tracked.
