State-Based Marketplace (SBM)

The state-based marketplace, Get Covered Illinois, is a division of the Illinois Department of Insurance and is where residents can shop, compare and enroll in quality, affordable health coverage under the Affordable Care Act. 

• IDOI News- Morgan Winters will serve as the State-Based Marketplace Director within the Illinois Department of Insurance.
• IDOI and Get Covered Illinois Post CMS BLUEPRINT FOR APPROVAL OF STATE-BASED HEALTH INSURANCE EXCHANGES.
• Get Covered Illinois receives Conditional Approval Letter from The Center for Consumer Information and Insurance Oversight (CCIIO) for operation of full State-Based Marketplace for Plan Year 2026.

The Illinois Department of Insurance (IDOI) established the Health Benefits Exchange Advisory Committee (HBEAC) to make recommendations about the Illinois Health Benefits Exchange which is also known as the State-Based Marketplace (SBM).

The HBEAC is required by Public Act 103-0103 and will include committee members from the fields of health care, health insurance, and consumer advocacy in Illinois.

• The HBEAC will make recommendations to the Marketplace Director about the operation of the Illinois Health Benefits Exchange.
• IDOI will present regular reports to the HBEAC about the development and ongoing operations of the Illinois Health Benefits Exchange.
